Why can't UW do this?

All it would do is keep the snow out. We already have a heated field to help with that. A tarp over the field is only going to make it colder and make it pretty much a wind tunnel. Plus on the cold sunny days it would take away the sun that gives us at least some warmth.
I'm good for 3!

May as well dome the stadium, if you want to cover it. Otherwise, all it does is focus all the wind and cold right through the stadium, fans, and players.

Awnings over stadiums are an ancient concept. The Roman Colliseum had one.
