Interesting point in the article talks about adding an extra year to any athletes that transfer and have to sit out a year as a result.

So transferring after your redshirt year and before you graduate would carry no consequences to nomadic players?

That's how I'm interpreting it; they would still have to sit out a year, but would get one back at the end of their normal eligibility.

Just came across this article from the NCAA.

It looks like they would need to apply for (and be granted) a hardship waiver in order to get the 6th year added to their eligibility. So similar to a medical hardship, except this would be for non-medical reasons like a serious illness in the family or maybe transferring to take courses not offered by your original institution (that's not spelled out in the article, I'm just assuming that could be a legitimate, but possibly abused, reason).

I see this as a way to turn non-BCS schools into the minor leagues for the BCS schools.

Well that scenario could happen right now, EXCEPT it's illegal for schools to contact a player at another university. Either way, the rule provision they are talking about is only in effect if a hardship waiver is approved.
